Registration and distribution of medicines from the administrative point of view This diploma thesis focuses on two major areas of the pharmaceutical law - a registration and a distribution of medicaments. The main goal is to explain how the medicinal products are registered and distributed to parmacies and other facilities, considering an activity of administrative authorities, or more precisely administrave offices. The thesis is mainly focused on a Czech law regulation of the given issue. In an introduction, the pharmaceutical law is systematically classified into a law area, there is briefly discussed its historical development in a territory of the Czech Republic, basic terms that are used throughout the thesis are mentioned, as well as a basic characteristic of administrative authorities. Then follows the first major segment that is dedicated to the registration of the medicinal products. It is divided into three smaller parts, that are successively focused on a national registration, then a specific procedure of mutual recognition and a centralized registration, where the most significant attention is paid to the national registration. Other central administrative authorities Abstract The Diploma thesis focuses on some administrative authorities of the Czech Republic which do not have a superior administrative body, and which are not led by a member of the government as in the case of ministries. These authorities are defined by the Act on the competence of central authorities as "other central administrative authorities". In the introduction to the thesis, these bodies are defined in more detail and the establishment of some of them is linked to the requirement for the independent exercise of their functions. This is followed by a chapter focusing on their history from the proclamation of an independent Czechoslovakia, covering the period after the communist takeover in 1948 to the present day. The thesis than focuses on the sources of the aforementioned requirement for independent functioning and, in this context, also on the international overview of the existence of these bodies and, above all, on the consistency of their status with the constitutional framework of the Czech Republic and with the principle of democracy in general. This bachelor's thesis deals with the analysis of the offence agenda on the example of a selected municipality of Vodňany which, within its extended powers, carries out offence proceedings for the municipality of Číčenice by a public contract. The work deals with the administration of offences of the town of Vodňany within its entire extended scope from 2015 to 2020 and at the same time compare the administration of offences of the municipality Číčenice in the years 2015 - 2020 and their development from data provided by the municipal office Vodňany. A questionnaire survey and a guided interview are conducted with local government representatives in municipalities of comparable size to the village of Číčenice. Finally, Different models of offence management are compared and the optimal solution for municipalities of comparable size to the municipality of Číčenice are recommended so that they are as advantageous as possible for them.
Administrative judiciary and business in the conditions of southern Bohemia

The bachelor thesis deals with administrative law as an independent branch of law in the form and scope as we know it today. Administrative law is an important guarantor of supervision over the activities of public administration and a guarantor of legality in the activities of the executive branch. How administrative law differs from other branches of law is characterized in this work together with the public administration, which is related to this branch of law. Furthermore, the administrative judiciary is described in this work as a whole and defines what powers the administrative courts have and what matters fall within the activities performed by these courts. One of the activities of administrative courts is also issuing decisions on administrative lawsuits. These lawsuits, specifically lawsuits filed by entrepreneurs to regional courts against administrative authorities, are important for this work. On the basis of a request for the provision of information pursuant to Act No. 106/1999 Coll., On Free Access to In-formation, the information provided by the Regional Court in České Budějovice is compared according to the selected administrative authorities. The aim is to evaluate the influence of decision made by administrative courts on the development of business in the South Bohemian Region. A summary of information, evaluation and also suggestions on how to use the findings in the future are given in the conclusion.
The Supreme Administrative Court of Czechoslovakia - its formation and development

This thesis deals with the formation and development of the Supreme Administrative Court of the Republic of Czechoslovakia. Given that this institution in our country was built on similar principles as the previous administrative court in Vienna, there is a part of the work given to the development of Supreme Administrative Court in Vienna and also briefly discusses the development of directions of administrative judiciary in Europe, because only in mutual relations you can understand why after an establihment of the independent Republic of Czechoslovakia, the concept of the Supreme Administrative Court in Vienna used in our conditions as well. In particular, thanks to this and the legislative framework, the Supreme Administrative Court of Republic of Czechoslovakia could be constitued in a very short time after the establishment of the Republic of Czechoslovakia. The following is gradual evolution of the court changes its powers and jurisdiction, including amendments to the Act made about him. In addition, this work also addresses the issue of the seat of the Supreme Administrative Court, staffing its decision-making.

1 Resume The thesis is divided into two large units, on a theoretical and practical part. Follow the practical part of the work is to be divided on an assessment of selected aspects that are covered by municipal and provincial governments at the European level and in this context, then followed by a separate section on comparative evaluation of the scope of local government in selected European countries. I will focus first on the theoretical part. The issue of regions and municipalities evaluate first in the context of Czech legislation and then subsequently focus on each selected legislation relating to European legislation related to issues of regions and municipalities. Choice of thesis topic was selected based on an appropriate combination of administrative law issues and focus on the broader context of legislation within the EU, which focuses mainly practical part. Cizojazyčné resumé My diploma thesis deals with the issue of the administrative consideration and indeterminate legal terms. In first chapter are mentioned theoretical fundamentals of administrative consideration and analysis of application principles. There are also described main conceptual features - provision of law as a legal basis, freedom in decision making proces and possibility to choose an optimal solution of the issue, conclusion, that discreation is not an inherent attribute of decission making proces within public administration, limits of dicretion, which can be deduced from provision of law (concretised limits) and basic principles of public law (general limits) and finally legal requirements for reasoning for the decision, based on administrative consideration. Second chapter describes indeterminate legal terms. At first text clarifies process of interpretation and subsumption facts under such terms, explains reasons and consequences of using this terms in law regulations. Abstract- Principles of administrative procedure The diploma thesis deals with the analysis of principles of administrative proceedings. The aim of the thesis is a detailed analysis of individual principles of administrative proceedings, which form the basic model of all administrative proceedings. In the first chapter I use the historically comparative method to analyze origins of the individual principles and transformations of these principles which occured as part of the development of a codified regulations of the administrative procedure. The main part of the thesis is the analysis of the individual principles, for which the analysis of the sources of these normatives is neccessary, which is the content of the chapter of the second chapter. In the scope of the analysis of the sources of principles, I deal with the national and international levels. The chapter is divided according to the traditionally recognized hierarchy of legal norms and its first subchapter is therefore devoted to the principles contained in the constitutional order. Transformation of Austrian and Hungarian law during the First World War (1914 - 1918) Abstract The diploma thesis deals with the analysis of changes in Austrian and Hungarian law during the First World War with a focus on the Cisleithanian part of the monarchy. At the same time, it seeks to answer the question of whether the measures taken were proportionate to the circumstances of the war. Specifically, it examines changes in constitutional, administrative, criminal and civil law. Other branches of law are also mentioned in passing. The method is a comparison of the pre-war state with important legal norms adopted in case of war or in response to war developments. All this is complemented by a contemporary context with an emphasis on the history of the Czech lands. The thesis uses both primary sources, in the form of norms of Austro-Hungarian law, and secondary literature. In general, it can be stated that the changes adopted were pervasive, in all areas examined. However, the intensity and proportionality varied according to the specific legal sector. At the level of constitutional law, there was a de facto change in the form of the state from a constitutional monarchy to a military-administrative dictatorship, and some civil rights were suspended.
